The 3rd day of 1st Pyidaungsu Hluttaw 3rd Regular Session was held at the Hluttaw Building in Nay Pyi Taw on 2nd February. It was attended by Pyidaungsu Hluttaw Speaker U Khin Aung Myint, Pyithu Hluttaw Speaker Thura U Shwe Mann and 579 Hluttaw representatives. The respective Union level bodies discussed the National Planning Bills as well as the Re-estimate supplementary Budget Bill and the Union Budget Bill for 2012. Concerning the social and administrative sector, the Union Ministers from 10 Ministries made discussions. Union Minister for Health Dr. Pe Thet Khin discussed the proposed projects and extended opening of hospitals, dispensaries and health care centers as well as the Supplementary Budget Bill and the Re-estimate Bill for 2011-2012 fiscal year, the Estimate Bill for 2012-2013 fiscal year, assistance provided by international organizations and Budget Bill of INGOs for 2011. Union Minister for Religious Affairs Thura U Myint Maung submitted the Supplementary Budget Bill and the Re-estimate Bill, the expenditure of Current Bill and the Capital Bill for 2011-2012 fiscal year so also the Estimate Bill, the expenditure of Current Bill and Capital Bill and the construction expenditure for 2012-2013. Union Minister for Culture U Kyaw Hsan discussed the National Planning Policies, Programmes and Objectives for the 5th short term 5-year project, the Balance Sheet, the Supplementary Current Bill, the Capital Bill and the Supplementary Capital Bill for 2011-2012 as well as the Current Bill and the Capital Bill for 2012-2013 fiscal year, the expenditure for construction, machinery and other charges, the Estimate Budget for construction of theatre and store as well as maintenance for ancient buildings and cultural museums, so also the preparation for successful holding of 27th SEA Games in 2013 and opening of National Museum and Library in Nay Pyi Taw. Union Minister for Labour U Aung Kyi submitted the National Planning Policies, programmes and objectives, the Re-estimate Budget Bill, Re-estimate Capital Bill and the Supplementary Budget Bill for 2011-2012 fiscal year, the Estimate Current Bill and the Estimate Capital Bill for 2012-2013 fiscal year, the expenditure for construction and machinery. Union Minister for Information and for Culture U Kyaw Hsan explained the National Planning Policies and objectives of the Ministry, the Supplementary Budget Bill, Re-estimate Bill and the Balance Sheet for 2011-2012 fiscal year and the Estimate Bill for 2012-2013 fiscal year. Union Minister for Social Welfare, Relief and Resettlement U Aung Kyi discussed the National Planning Policies, programmes and objectives, the Re-estimate Current Bill and the Re-estimate Capital Bill so also the Supplementary Budget Bill and the expenditure for construction and machinery for 2011-2012, the Estimate Current Bill and the Estimate Capital Bill as well as the expenditure for construction and machinery for 2012-2013. Union Minister for Sports U Tint San explained the National Planning Policies and objectives, the Supplementary Current Bill and Re-estimate Bill for 2011-2012 fiscal year, the Estimate Bill for 2012-2013 fiscal year and preparation measures for successful holding of 27th SEA Games in Myanmar in 2013. Union Minister for Home Affairs Lt-Gen Ko Ko clarified National Planning Policies, programmes and objectives, the allotted budget, the Supplementary budget Bill, the Capital Bill, the Supplementary Current Bill and the Supplementary Capital Bill for 2011-2012 and the Estimate Current Bill and the Capital Bill as well as the Foreign Currency Bill for 2012-2013. Union Minister for Immigration and Population U Khin Yi submitted the Re-estimate Bill and the Supplementary Budget Bill for 2011-2012 fiscal year, the Estimate Bill, the Current Bill and the Capital Bill as well as the expenditure for construction and machinery for 2012-2013 fiscal year. Union Minister for Border Affairs Lt-Gen Thein Htay discussed the formation of the border areas and national races development committee, special development zones, the National Planning Policies, programmes and objectives of the Ministry, the expenditure for progress of Naga Self-Administered Zone, human resource development, rural socio-economic development, cooperation with international community, micro-financing, the Supplementary Budget for 2011-2012, the Current Bill, the Salary and the expenditure for administrative matters, interest rate and loans for 2012-2013. The 3rd day of 1st Pyidaungsu Hluttaw 3rd Regular Session then ended and it will continue on 3rd February.

On 2nd February, Speaker of Pyidaungsu Hluttaw U Khin Aung Myint visited Nay Pyi Taw hospital where he comforted Amyotha Hluttaw representative U Naing Tun Ohn of Mon State Constituency-5 who is receiving medical treatment.

Pyithu Hluttaw Speaker Thura U Shwe Mann received Special Reporter on the situation of Human Rights in Myanmar Mr. Tomas Ojea Quintana and party at Pyithu Hluttaw building in Nay Pyi Taw on 2nd February. Also present on the occasion were Chairmen of Pyithu Hluttaw Committees and officials. In the discussion, Mr. Tomas Ojea Quintana expressed his satisfaction on Hluttaw's implementation for Rights of people. He also said that obvious political reform in Myanmar is witnessed.

At the invitation of peace negotiation by the Government of the Republic of the Union of Myanmar, New Mon State Party (NMSP) attended signing ceremony of initial peace agreement, held at Strand Hotel in Mawlamyaing on 31st of January. Mon State Chief Minister U Ohn Myint and officials, local people and social organizations warmly welcomed members of the NMSP. In honour of the Mon State Level Peace-Making Group for eternal peace, the dinner was hosted. During the dinner, Mon State Cultural Troupes entertained the guests with dance and music of Mon, Kayin and PaO national races. Union Minister for Rail Transportation U Aung Min and the Mon State Chief Minister handed over 30 sets of Sky Net receivers presented by the President and it was received by the NMSP Vice-Chairman U Naing Rot Sa and Central Executive Committee Member U Naing Tala Nyi. On 1st of February, the peace talk was held and it was attended by Union Level Peace-Making Group Union Minister U Aung Min, Union Minister for Industry U Soe Thein, Union Minister for Electric Power No.1 U Zaw Min, the Mon State Chief Minister, Commander of South east Command Maj-Gen Tin Maung Win, Mon State Security and Border Affairs Minister Col. Htay Myint Aung and officials as well as the NMSP Vice-Chairman U Naing Rot Sa and Members and peace mediators. Before the Union-Level Peace-Making Group, 5-member Mon State Level Peace-Making Group led by Col. Htay Myint Aung and 7-member NMSP led by Vice-Chairman U Naing Rot Sa made initial 5-point agreement.

With the approval from the Central Committee of NMSP, they are going to sign the initial agreement in the third week of February 2012. The five-point initial agreement is as follows:

1. To cease fire by both sides.

2. To form an official representatives group for holding peace talks with the Union Level Peace¬ Making Group and to coordinate the date and venue.

3. To set up liaison office at suitable venue agreed by both sides (without holding arms).

4. Except the designated area, holding arms is not allowed when trespassing other areas.

5. To coordinate to let the members station at the agreed venues.

In the presence of the Union Ministers, Col. Htay Myint Aung and CEC Member of NMSP U Naing Tala Nyi signed and exchanged the five points initial agreement.
