The desire of the entire people is emergence of a new peaceful modern developed discipline flourishing democratic nation.

The government is implementing the seven-step Road Map for building of a new democratic nation in accord with the people’s desire and it is making endeavours for the emergence of a new constitution. The draft of the State Constitution has been drawn in accord with the fundamental principles and detailed basic principles unanimously laid down at the National Convention.

The Commission for Drafting the State Constitution made suggestions and decisions by holding group-wise meetings, and plenary meetings many times and the commission approved the draft of the State Constitution on 19 February. In the commission those who are well-experienced persons who went through the previous two constitutions of Myanmar are included. Some members are the ones who are well-versed in local and international laws. Moreover, some are those out of the over 1,000

delegates who represented the entire people at the National Convention. This is why the draft of the constitution can successfully be drawn.

The approval of the draft of the State Constitution will be sought in a referendum in May 2008 in accordance with the fourth step of the Road Map.

It is the national duty for all the entire people whatever role they are in to actively participate in the tasks for holding of the

referendum for approval of the draft of the State Constitution enshrined with the noblest and worthiest of worldly values such as justice, liberty and equality and fundamental principles that can guarantee the fundamental rights of the citizens and safeguard the national interest forever.
