The government with the aim of achieving national reconsolidation has showed for long its benevolent attitude to and persuaded national race armed groups that have gone underground since Myanmar regained independence to return to the legal fold. The government is stepping up the tasks for stability and peace of the State and regional development in collaboration with the national race armed groups that have entered the legal fold for regaining consolidated national unity and progress of border areas. One hundred and fifty-nine members 71 led by captain Saw Nay Soe Mya, son of late Chairman of KNU/KNLA Saw Bo Mya, and 88 dependents joined Htot-kawkoe Village, where KNU/KNLA peace council is based, on 30th March, bringing along them with 24 assorted arms and ammunition due to the fact that they had placed trust in the nation-building tasks the government had been discharging for national development; they had understood well that stability and peace were necessary for regional development; they had witnessed that local people were very pleased with regional development resulting from peace and stability; national race armed groups that had returned to the legal fold earlier were enjoying better living conditions with peace and stability thanks to the government’s compassion and care for them; and they had realized that KNU's objectives and activities were getting the people of Kayin State into a variety of adversities, let alone a prosperous future of the local people. |

| On 30 March 2009, under the arrangement of officials from local battalions Saw Nay Soe Mya and party left a place in the jungle. They arrived in Thingannyinaung via Myawady. They were warmly welcomed by Tatmadaw members and families from local battalion. They left Thingannyinaung at noon and in the evening they arrived at Htot-kawkoe Village in Kayin State where KNU/KNLA Peace Council is situated. The Chairman of Kayin State Peace and Development Council and officials presented materials, rations, kitchenware, clothing and cash assistance to Saw Nay Soe Mya and party. Family members of KNU/KNLA Peace Council also presented provisions to them. |

They were accommodated in the houses arranged by the government and given land for cultivation. The government fulfilled health and education requirements and made arrangements for the supply of power and water. Saw Nay Soe Mya also explained the purpose of making peace with the government and continued programmes. A total of 161 members led by Saw Nay Soe Mya, who have joined Htot-kawkoe Village up to 4th April, were 28 married troops and 45 singles totalling 73; 13 males and 34 females who are over-12 of the families totalling 47; and 23 boys and 18 girls who are under-12 of the families totaling 41. Due to genuine goodwill and warm welcome of the government, Saw Nay Soe Mya, members and families are keen to join hands with the KNU/KNLA Peace Council under the leadership of the government for carrying out regional development tasks, and they will strive for prevailing peace and stability in the whole Kayin State and for ceasing the armed insurgency. Moreover, remnant KNU groups are wishing to make peace with the government similar to captain level Saw Nay Soe Mya and party for ensuring peace and tranquillity and development of Kayin State as soon as possible. |
